Work in CANADA

This program is for people with work experience who would like to immigrate to Canada permanently. Eligibility for this program is based on 6 criteria:

  • Language skills;
  • Studies ;
  • Work experience;
  • Age ;
  • Arranged or Unarranged Employment in Canada ;
  • Adaptability.

All these evaluation criteria represent a total of 100 points. A minimum of 67 points and other requirements must be met to be eligible for this program and to submit your profile.

  • Studies

If you have studied in Canada, you should have a certificate, diploma or degree from a secondary or post-secondary institution. If you have studied elsewhere, you must have an EDE credential assessment for immigration purposes from a designated agency to demonstrate equivalency to a certificate, diploma or degree from a secondary or post-secondary institution. The maximum number of points is 25.

  • Work experience

For a maximum of 15 points, the values taken into account are the number of years spent in full-time work, the type of skills, and skill level A or B of the 2016 National Occupational Classification.

  • Age

The age range that confers the maximum points is 18 - 35 years. And the higher the age above 35, the fewer points it is worth. From the age of 47 and under 18, the age is worth 0 points.

  • Arranged Employment in Canada

Scored out of a maximum of 10 points, you can earn points from a job offer of at least 1 year from a Canadian employer.

  • Adaptability

It is scored on a maximum of 10 points, based on a number of elements that enable it to be evaluated.

There are 3 sub-categories for people wishing to do business in Quebec.

- Entrepreneur Program

To be eligible for this program, you must, among other things, meet the following requirements:

For part 1:

  • Move to Québec to create and operate a business for which you have received an offer of service from a business accelerator, a business incubator or a university entrepreneurship centre;
  • Present your business project in the form of a business plan and a service offer;
  • Obtain, within the prescribed time frame, an attestation of apprenticeship in democratic values and Quebec values;

For part 2:

  • Coming to settle in Quebec to create or acquire a business and operate it;
  • Make a start-up deposit and a security deposit with a financial institution that has an establishment in Québec and with which you sign a deposit contract ;
  • You must also have a minimum net worth of CDN $900,000 with, if applicable, your spouse or common-law partner, the lawful origin and accumulation of which must be demonstrated.
  • Present your business project in the form of a business plan.
  • Obtain, within the prescribed time frame, an attestation of apprenticeship in democratic values and Québec values for you and, if applicable, your accompanying family members (spouse 16 years of age or older and dependent children 18 years of age or older).
  • If you choose the creation option, you must own and control a minimum of 25% of the company's equity. If you choose the acquisition option, you must own and control at least 51% of the equity of the company.

Other factors and criteria will also be considered in the evaluation of the nomination, such as :

  • Your age
  • Your level of education
  • Your language skills in French and English
  • Your capacity for financial independence
  • Your stays in Quebec
  • Your family in Quebec

Please note that if you have already started your business project in Québec, you may still be eligible for the Entrepreneur Program, provided that your project is not completed in full. However, the fact that you have started your project does not exempt you from the requirements of the Program, including the requirement to submit a business plan and meet the financial requirements.

- Investor Program

To be eligible for the Investor Program, you must :

  • Have, alone or with your accompanying spouse or common-law partner, a legally obtained net worth of at least CAD $2,000,000. Donations received less than six months before you apply will not be accepted;
  • Have at least two years of management experience in the five years preceding the application for selection. This experience must include planning, directing and controlling financial, human or material resources under your authority. This experience does not include experience acquired as part of an apprenticeship, training or specialisation attested by a diploma;
  • Intend to settle in Quebec;
  • Sign an investment agreement with a financial intermediary (broker or trust company) authorized to participate in the Investor Program;
  • Make a five-year term investment of CAD$1,200,000 with Investissement Québec - Immigrants Investisseurs inc.
  • Obtain, within the prescribed time frame, an attestation of apprenticeship in democratic values and Quebec values. Accompanying family members (spouse aged 16 and over and dependent children aged 18 and over) must also obtain this attestation.

- Self-Employment Program

To be eligible for this program, you must :

  • Coming to Quebec to work and practice a profession or business activity, alone or with others, with or without paid help;
  • Make a start-up deposit at a financial institution located in the region where you intend to practice your trade or profession : - Start-up deposit of CDN $25,000 if you intend to practice your trade or profession outside the territory of the Communauté métropolitaine de Montréal (CMM) ; - Start-up deposit of C$50,000 if you intend to practice your trade or profession within the territory of the CMM;
  • Have a minimum net worth of CAD $100,000 with, if applicable, the accompanying spouse or de facto spouse, the origin and lawful accumulation of which must be demonstrated ;
  • Have acquired at least 2 years of self-employed professional experience in the profession or trade you intend to practise in Quebec;
  • Obtain, within the prescribed time frame, an attestation of apprenticeship in democratic values and Quebec values. Accompanying family members (spouse aged 16 and over and dependent children aged 18 and over) must also obtain this attestation.

Please note that if you have already started your professional project in Quebec, you may still be eligible for the Self-Employed Persons Program, as long as the project is not completed in its entirety. However, the fact that you have started your professional project does not exempt you from the requirements of the Program, including the financial requirements.

Your application will also be evaluated on other factors and criteria, such as :

  • Your age and that of your spouse or partner, if applicable ;
  • Your level of education and that of your spouse or partner, if applicable ;
  • Your language skills in English and French, and those of your spouse or partner, if applicable;
  • Your ability to be financially independent;
  • Your stays in Quebec;
  • Your family in Quebec.

It is designed to allow skilled workers in skilled trades in Canada to become permanent residents. Applicants for this program must have a certificate of qualification that shows they are qualified in a skilled trade. This means that the applicant has passed a certification exam, or has met all the requirements to practice the trade in the province or territory in question.

  • Studies

There are no academic requirements for this program.

  • Language skills

You must achieve a minimum NCLC score of 5 for speaking and listening, and a minimum NCLC score of 4 for reading and writing. Your language tests are valid for two years from the date of the results and must be valid on the day you submit your application for permanent residence.

  • Substantive evidence

You must prove that you can support yourself and your family, unless you are authorized to work in Canada, or you have a valid job offer from a Canadian employer.

This program is for skilled workers who already have Canadian work experience and wish to become permanent residents.

  • Minimum requirements

You must have obtained the required language proficiency levels and have at least 1 year of legally acquired skilled work experience (full-time or part-time of equal duration) in Canada within the 3 years preceding the application.

Skilled work experience is classified as follows: - Management positions (skill type 0); - Professional positions (Skill level A); - Technical or specialized jobs (Skill Level B).

  • Studies

There are no educational requirements for this category.

  • Age

The age range that confers the maximum points is 18 - 35 years. And the higher the age above 35, the fewer points it is worth. From the age of 47 and under 18, the age is worth 0 points.

  • Language skills

You must meet the minimum language proficiency level of 7 at the CLB for level 0 or A jobs, or 5 at the CLB for level B jobs.

This program is intended for foreign skilled workers who have acquired at least one year of work experience in Quebec or who are currently working in Quebec and who wish to obtain permanent residence.

It is also intended for graduates who have studied in Quebec in accordance with the conditions of their stay.

To be eligible for this program you must :

  • Present a work permit, or an eligible Quebec diploma ;
  • Demonstrate a knowledge of oral French at an advanced intermediate level;
  • Commit to providing for your basic needs over a period of 3 months;
  • Be at least 18 years old;
  • Obtain, within the prescribed time frame, an attestation of apprenticeship in democratic values and Quebec values.

The selection is based on a grid of factors and criteria to which a score is associated. In addition to the selection factors and criteria, weighting and cut-off points apply, in accordance with the Regulation respecting immigration to Québec and the Regulation respecting the weighting applicable to the selection of foreign nationals.

1 - Selection factors and criteria :

  • Your education (including level of education and field of training) ;
  • Your professional experience;
  • Your Age ;
  • Your knowledge of French and English ;
  • Your stays in Quebec and your relationship to a Canadian citizen or permanent resident in Quebec ;
  • Possession of a permanent job offer validated by the department;
  • Characteristics related to the spouse or common-law partner accompanying you, if applicable;
  • The number of children under 22 years of age who will accompany you to Quebec;
  • Your capacity for financial independence (you must sign a contract in which you agree to support yourself and your family for at least the first three months following your arrival in Québec).

2 - Deadlines

The Ministry will analyse your application within six months, starting from the date on which the complete information required to process your application (forms and documents) has been received and placed on file.

1 - Temporary worker in Quebec

Foreigners who want to immigrate to Quebec as temporary workers must hold the Certificat de Sélection du Québec (CSQ), as well as a valid job offer from a Canadian employer. To submit your candidacy on the Canadian job market, you can, by invitation, register at Online Placement - International Component. The employer who wishes to recruit you will have to submit an application for a Certificat d'acceptation du Québec pour travail temporaire to the Ministère de l'immigration.

2 - Temporary Foreign Worker Program (TFWP)

The worker who wants to immigrate to Canada through this program must also present a valid job offer and follow the necessary procedures for the authorization of his stay. Immigrate to CANADA

You can sponsor your spouse, common-law partner, conjugal partner or dependent child.

- Your husband

Your spouse can be of either sex and must:

  • Be legally married to you
  • Be at least 18 years old

- Your common-law partner

  • Is not legally married to you
  • Could be of either sex.
  • Is at least 18 years of age
  • Have been living with you for at least 12 consecutive months, which means that you have been living together in a conjugal relationship continuously for one year with no extended periods of separation (Any period of separation must be short or temporary).

We believe that a common-law relationship ends if either spouse terminates the relationship. You will have to provide proof of your common-law relationship.

- Your conjugal partner

  • Is not legally married to you and is not your common-law partner
  • Could be of either sex.
  • Your language skills in French and English
  • Is at least 18 years of age
  • Has been in a relationship with you for at least one year
  • Cannot live with you or marry you in his or her country of residence for important legal and immigration reasons (for example, marital status (e.g., the person is still married to someone else in a country where divorce is not possible); sexual orientation (e.g., the person is still married to someone else in a country where divorce is not possible); or the person's age (e.g., the person is still living in a country where he or she is married to someone else). (e.g., you are in a same-sex relationship and in his or her country, same-sex relationships are not accepted or same-sex marriage is illegal); persecution (e.g., you are in a relationship with someone from a different religious group, which is not accepted, and he or she may be legally or socially punished).

You will need to provide proof of the obstacle preventing you from cohabiting with or marrying your conjugal partner in his or her country (e.g., proof of refusal of long-term stays in your respective countries).

- Dependent children

Children qualify as dependants if they meet the following two requirements:

  • They do not have a spouse or common-law partner;
  • They're under 22.

Children 22 years of age or older are eligible as dependants if they meet both of the following requirements:

  • They cannot support themselves because their physical and mental state cannot permit to support themselves;
  • They have been dependent on financial support from either parent since the age of 22;

If he or she qualifies as a dependent child, you can sponsor your own child:

  • If you are a Canadian citizen, your child can also become a Canadian citizen, even if he or she was born outside Canada. You cannot sponsor your child for permanent residence if he or she is already a Canadian citizen. Check to see if your child is already a Canadian citizen.
  • If you are sponsoring only your child, but not your spouse, common-law or conjugal partner, the child is the principal applicant in the application. You must show that the other parent or legal guardian agrees to the child immigrating to Canada. Please see the checklist to find out what you need to provide.
  • Your language skills in English and French, and those of your spouse or partner, if applicable;
  • If the child you want to sponsor has a child of his or her own (your grandchild), the grandchild must be included as a dependant as part of the application.
  • If you wish to sponsor an adopted child or family member who has been orphaned, please follow the instructions for sponsoring an adopted child or orphaned child.

  • You must apply to become a sponsor;
  • Your parents or grandparents must apply for permanent residence.

You can only sponsor a family member such as a brother, sister, aunt or uncle in specific situations. Depending on your situation, there are 2 options for who you can sponsor.

- Brother, sister, nephew, niece, grandson or granddaughter orphans

You can sponsor an orphaned brother, sister, nephew, niece, grandson or granddaughter only if they meet all of the following conditions:

  • They are related to you by blood or through an adoption process;
  • Their father and mother are deceased;
  • They're under the age of 18;
  • They are single (not married, not in a common-law or conjugal relationship).

You cannot sponsor a brother, sister, nephew, niece, niece, grandson or granddaughter if :

  • One of their parents is still alive;
  • No one knows where their parents are;
  • Their parents abandoned them;
  • Someone other than their parents is taking care of them while one or both of their parents are alive;
  • One of their parents is in jail or in detention.

- Other close relatives

You can sponsor a close relative of any age to whom you are related by blood or through an adoption process if you meet all of the following conditions:

  • You (the person who wishes to sponsor) do not have a close living relative that you could sponsor instead, such as (a spouse, common-law partner, conjugal partner, son or daughter, father or mother, grandfather or grandmother, orphaned brother or sister, orphaned niece or nephew, orphaned grandson or granddaughter).
  • You (the potential sponsor) do not have a close relative (aunt or uncle or any of the family members listed above) who is a Canadian citizen, permanent resident, registered Indian under the Indian Act,

If the close relative you want to sponsor has a spouse, common-law partner, partner or dependent children who will accompany him or her to Canada, you must include them in the sponsorship application.

Refugees coming to Canada have left their homes behind, and in many cases have been forced to live in refugee camps for years. When they come to Canada, they have to start all over again.

It is the United Nations Refugee Agency (UNHCR), in conjunction with private sponsors, that identifies refugees for resettlement. A person cannot apply directly to Canada for resettlement. Once a refugee is nominated for resettlement, it takes time for the case to be processed.

Private sponsors across the country also contribute to the resettlement of refugees in Canada. Some of them are organized to do so on a permanent basis and have signed sponsorship agreements with the Government of Canada to assist refugees. These groups are called Sponsorship Agreement Holders (SAHs).

SAHs can sponsor refugees themselves, or partner with other members of the community to do so.

Other sponsors, called Groups of Five and Community Sponsors, are individuals or groups in the community who have come together to sponsor a refugee(s) and are generally not dedicated to sponsoring refugees on an ongoing basis.

The Joint Visa Office-Referred Program (JVR) matches refugees referred by the UNHCR with private sponsors in Canada.
