In agreement with the Canadian federal government, Quebec defines its own selection criteria for immigrants likely to integrate into the province. While Canada is responsible for their admission.

To immigrate to Québec as a permanent resident and as an economic migrant, you must go through a two-step selection process:

  •  You must obtain a “Certificat de Sélection du Québec”, the CSQ.
  • You must apply for permanent residence from within Canada.
There are 3 immigration programs in Quebec :

The Quebec Experience Program (QEP)

This program is for temporary foreign workers or Quebec graduates who wish to become permanent residents.

The Regular Skilled Worker Program (PRTQ)

This program is indicated for foreigners who want to work in Quebec and become permanent residents. Because of the drawbacks of the old law based on the "first come - first served" principle, the Quebec government is introducing a new system similar to the Express Entry system by the law of August 2018.

The Business Immigration Program

There are 3 sub-categories for people wishing to do business in Quebec. If you are an entrepreneur and you want to start your business in Quebec, the entrepreneur program is for you.
